The forum module is nearing release and as a preliminary step we've made the code available at dailybuilds.silverstripe.com so that developers can see how a module is constructed, and help with our testing process. Brief installation instructions exist. The forum module will be released as a stable download once documentation and remaining bugs have been fixed and tested.

You can get the code we're releasing at the dailybuilds page, and the main thing we're working on now is purely HTML/CSS, so go ahead and download it, since you'll probably be changing the appearance of the website anyway ...

Yes, it's free. :) The "Discussion Forums" is listed under "Free, open source modules" here: http://www.silverstripe.com/cms-modules/
